Yes, but depending on the court, not sure there is room for most teams to safely jump rope; the college where I attend the most games lacks the space for jump roping; my home gym last season had space, but it was directly behind the basket. Not sure of the rules, if for instance the opponent was shooting a free throw and an opponent is jump roping in the corner. But, the overall point is a good one that where space is available, a jump rope would be an excellent and easy to travel tool for players to use for a quick warm up before entering.
